when i try to launch a small cmd window appears for a few seconds and nothing happens. 

 

My Specs:

intel core 2 duo 2.66ghz 2.67ghz

memory 4gb

512 Ati graphics card. sapphire hd 3650

windows 8.1 pro 64bit

 

and with idea of what the problem could be?
