Which game has the toughest enemies to the player you think?

Those Colombian Cartel guys especially in the final missions of 3 were annoying, Grand Theft Aero comes to mind. No GTA game has come close in replicating that feeling to me with the exception Diaz's goons in the Lance rescue mission in VC.

I voted for IV. However, I honestly think it’s a tie between IV and III. The Colombian Cartel, Leone crime family, Yakuza, Faustin, Bulgarin, and Pegorino crime families, as well as all five families in Liberty City’s Commission are all very intimidating IMO. Sometimes, I wonder if the actual mobsters from III and IV wear kevlar akin to the cops that they likely stole from them.
