So, I'm trying to make a program that automatically exports textures from their texture dictionaries for easy editing and re-packing. The problem is I can't seem to find any information on the file format so, I cannot write a parser for the files.

 

I found the source code for LibertyV which, has provided useful (for example the first 16 bytes form a header and can provide some sort of validity check using two uint32s). But, it seems to use some hard-coded values with no comment on them at all. They seem to be important, so I was wondering if someone had any ideas as to why these values are used or where they come from?
