Hello, I am trivial, but I'd like to replace GTA San Andreas' vehicle with a GTA Vice City vehicle. Is it necessary to edit the TXD file or the DFF file in doing it? If you try to change it in the default state, you get an error.

Yes, you just need a .DFF Editor.  VC mods are pretty much cross-compatible with SA.  All of this should be covered in the VC: PC sticky that doesn't exist.
