Question about New Austin SPOILERS

So I am playing the game and Im on chapter 3. I like free roam games so the story isnt relevent to me I just like playing the game. So my question is New Austin only unlocked after chapter 6? I already know the endings but does it ever open without wanted level before or during chapter 6?

It does not unlock before the end of Chapter 6, no.

 

Some people have got into it through glitches and the like but from what I hear it's really not meant to be accessed before the end of Chapter 6.
