There's no Snipers until you get to New Austin. But the pinkertons are pretty deadly and they keep spawning on the road. Take lots of Potent Tonics for you and your horse and keep popping them over and over again. Once you get out of Tall Trees and into the Great Plains just head across them straight to Blackwater. The hardest part was finding the right paths out of Tall Trees without touching water or getting knocked off my horse by taking risky shortcuts. I even made it back to Big Valley after doing the challenge.

Off topic but you can jump the broken bridge between Big Valley and the Great Plains, saves a ton of time, makes it a lot easier

I can finally confirm that the Newsboy Cap can spawn on a Cornwall guard in the main Valentine Saloon outside of any mission. I did this in chapter 2 and had only completed 5 story missions.

 

Go to Valentine some point during the daytime—I did it at 12:00p—and make a save. Walk into the saloon. The guard needs to be at the bar. If there’s no guard, reloading will likely not work so go do something that causes time to pass (sleeping maybe?) or events to be completed (random, stranger or story missions) and come back and try again.

 

Presuming the guard is at the bar, check the hat. If it’s not the Newsboy Cap, reload and try again. I reloaded so many times I swore I was chasing a unicorn but lo and behold it finally did—it’s random, like the Mountaineer, so you may get it quicker or slower.

 

To avoid a brawl in the bar, I was able to antagonize him and he walked out the back door. He turned around and shot me though which alerted the law, but he can be tackled easily to get the hat.

I'm having a helluva time finding the Worn Flop Hat this playthrough. I spent like 3 in game days riding around Emerald Ranch waiting for the guy to show up but he never did. I got the Western Homburg in my attempts though

It's the Plainsman hat, one of the ones no one has been able to get without a trainer. There's more info about it on page 13. Supposedly it can spawn on the Chinese Rail workers, but I've never seen it
