I spent some time rowing a little boat only to open up the map and didnt find much... Damn OCD. Nah They used water as a barrier in an effort to make players take certain routes and as part of the game border... Wouldn't look to deeply into it or put to much stock in it. But that's why the joke was told... Because other games at the time allowed you to swim when that one didn't even though it was built on a similar engine. Just R* owning up to it. Kind of how naughty dog had a controller malfunction at E3 and the character just stood there for 30 seconds with out moving. So they owned up to it and made a trophy called stage fright. Basically in a certain chapter of the game when you exited a building and did not touch t he controls... You got a trophy for it It's more of an inside joke to the fans that complained about it. John is terrified of water, that’s why in chapter 1 we rescue him from WAYYYY up in the mountains above the clouds. He was trying to get as far away from sea level as possible LMAO LOL even the horses were terrified of water in the first game. They all instantly fainted in 2ft of water.
