Leones lost a lot of men according to curly bob due to wars with the forelli family and triads. Under Toni they could focus more on securing Portland than hunting down a one man army.

Another thing worth investigating is the deal between the Leones and the Cartel. Literally minutes ago you blew up their ship and then they agree to make a deal? I'm guessing they agreed to end the war if Salvatore gives Claude up. Perhaps Sal thought that Claude is too dangerous to keep him around so he wanted him gone anyway, and Maria's story about Claude and her being an item is also lies to just get you working for the Yakuza? Or the opposite, she's saying the truth and the Leones are peaceful because they assume you are dead and don't recognise you or something. This sh*t is complicated.

All good points, for sure, I had never considered the ones you mention in the first paragraph because I never played the mission "loud" and always sniped Salvatore from afar.

 

Could be then that Maria was tailed to Callahan Point and so the plot was found out once they started keeping tabs on her and Asuka? I still don't buy Salvatore wanting Claude gone, especially when they were still at war with one gang or another.

But i think his death could have been more epic than being sniped off from rooftop.

He should have been  final boss/villain in gta 3.

Funny, the majority of my plays was staying at Woody's until him and his entourage arrives, then I throw a grenade at a distance and mission passed with pizza sauce splattered all over the streets.

Yeah I never had the idea to even try the Sniper Rifle. I didn't even get one before starting the mission and I barely even knew there's a roof opposite the club. So I just ran inside and Micro Uzi'd him.

I felt relieved and happy, and also grateful to Maria and Asuka for giving an opportunity to smash the hell out brains of this sneaky, treacherous, manipulative, narcissistic, unstable and pathetic old sc**bag Salvatore all over Liberty City. He deserved it. I’m glad to get rid of this annoying and overrated old psychotic fart with huge ego, paranoia, megalomania and endless lust for power, I’m glad to get rid of this scum with only one rule in his veins “Betray first before you could be betrayed”. A man who saw enemies in everyone even in his own family but who never defeated his biggest enemy which was himself. A lustful womanizer for whom women are just toys. He just used people when the useful and can benefit him and then he either betrays or scams them. I hope he burns in hell, but he became a legend.
5. He invested in rival Mafia family’s casino and tried to outsmart and manipulate everyone and then betray them, but he burned on that.

4. He blindly trusted CJ, and CJ did a justice robbing Caligula’s Casino, destroying Salvatore’s vain narcissist ego, humiliating him and turning him into laughingstock.

3. He scammed Toni Cipriani paying him just a pathetic half million dollars.

2. He betrayed Claude just to make a truce with the Colombians and save his old butt on negotiations with them because he wanted to avoid the war with them.

1. He and only he poisoned and ruined Maria’s life.
