I keep seeing the message appear of a tailor in Saint Denis, but there's no icon in the map. I'm in chapter 4. Is it locked or something?

Depends on whether you're looking for a scissors icon or a shirt icon. it shouldn't be locked as far as I remember. Its the shirt Icon
