save points missing

I have the same thing right now too, I’m pretty sure i figured it out though, for the woozie story line there is a mission where you have to have a certain level where ur lung capacity must be a certain level, but he tells you this in a cut scene, so if my theory is true once you complete the mission the save points will come back.

It is more likely that you received a telephone call for the "Currier Interdiction" sub-mission, you inadvertently accepted it. Now you have to wait until the currier finishes his delivery for the Safe House Save Points to reappear. A save may not be made while a mission is open.
