Stuck in Chapter 2, please help.

Title says it all. I cannot seem to advance Chapter 2 at all in my game. The only yellow job marker left is Javier Escuella, but he’s in Blackwater and I cannot move a foot inside there to start the mission up without getting killed because of my “Dead or Alive” wanted level. 

 

Any suggestions?

You can still find a path to get to him, it took me 3 tries, just make sure to avoid any roads.

Its easy to get to Javier, as soon as you hit the red, get off the road and go through grass/dirt. If your trying to look at sights and your surroundings, then you will get killed in blackwater.

I was able to do that mission without any issues. I can't recall if I used the red GPS line to get to that mission, or if I was more stealthy with not taking the main roads while traveling through. I later tried coming back to that zone to look around. But I gave up after 3 attempts in a row. For I kept having a group of lawman spawn around me on the roads, and quickly killed me. This was out in the open and on the road. I wonder if I might be able to beat them if I had sufficient cover.

I think I read that you can go to these "Wanted Dead or Alive" zones if it's to do a specific mission. But I can't find where I read that.
