Camera on hood Glitch

after getting into a vehicle, my view switches automatically to some random hood view where i can swivel my camera but not move it at all. using the look backwards and cinematic camera view still works also. using steam version on windows 10.

figured it out, it was something to do with the paste macro on my mouse. or the ctrl-v command in general
