Game Run Only On 2 ~ 5 Fps

I need help , today i bought the game from steam and downgrade it  and install the silent patch , but the problem is the game ran only on 2 - 5 fps,

what should i do ? 

 

i already try to : 

1. Lowering game settings
2. Use low specs texture mod
3. Downgrading NVIDIA drivers
4. Setting the game to run using NVIDIA  only
5. Re install the game without downgrade & silent patch
6. Downgrading the game using sadowngrader_1.4.0 & install the silent patch

 

After that I install vice city to check if it was the same. and the result is the game run with much high fps but there's a noticeable lags .

 

• I also try to play the SA MP and it became much worse ....

 

*Any other games like War Thunder , GTA V , GTA IV works fine here ><

Try the Modding Forums.

This section does not deal with Modding problems nor Modding quesstiions.

 

Remove the "Downgrader" and all Mods.

When installing any modification to the game. You are on your own.

SO, Install them ONE at a Time, Play the game, Do not install the next Mod until you are sure the first works properly.

That Includes Non-Official Patches.

If a problem develops do not use the Mod/patch or ask at the source.

 

BTW: the games Standard FPS is 30

I know this is a long shot, but did you try to delete gta_sa.set file? For me, game might randomly start dropping frames and after deleting this flle it helps.
