You can't target your prey in the water either, eventhough you can run into it, stand on it and shove it around. Though, pushing it to shore doesn't make it skinnable again... They have to get a pretty good distance away from you, they are highlighted on the map, and you are able to prevent them from reporting the crime. Not true, I killed a swimming deer. Then went into the water and carried him to shore. Then I skinned him as usual. Once their under, they can't be targetted. Believe me, I had a legendary bison in there and tried to get him to shore for at least half an hour. No dice. The alerted NPC (red witness icon on the minimap) was moving away from me fast while I was on foot. I called my horse and jumped on her, but the witness went out of sight and that's when my crime became reported and a bounty was issued. I did go after the witness, but as soon as the red eye vanished from the minimap, the witness was gone. Not a town or lawman in sight, which he could have reached in such a short time.
