Weapons dropping outside of missions?

So I came across a certain location in the woods, I’m not sure if it’s a story location or not but I killed everyone there. One of them dropped a worn double barrelled shotgun, however I could not pick it up and it vanished after I went to my horse to collect my rifle. 

 

I haven't unlock the double barrelled shot gun yet so I guess they can’t be picked up unless you have unlocked them?

 

Edit: So I managed to end up picking one up at another incident, so um..?

gta v and this game is a little weird on ownership of items... like i got into a brawl in town and lost my hat so i decided to take the hat from the guy that started the fight and it is telling me i cant keep the hat... i kinda wish items weren't such a a big deal and the game let you pick up and keep whatever you find and on the other side, if you drop or lose a gun then you should lose it permanently. I know there are millions of 12 years olds that play this game and like to run around the west in mechs shooting lazers and will get mad if they lose one gun so i understand why they add the arcade elements. I dont think you can actually pick up anything and own it in this game... you need to purchase items and unlock them or something. GTA was the same... everyone loved their car and if it was possible to lose them people would rage especially after they just spent $500 on mommy's credit card to get enough shark cards to buy the car.
