Side quest or just a teaser?

So I keep finding the same lady in the wilderness, whose beloved horse "Biscuit" keeps dying.   She wants a ride back to Emerald Ranch and as we are getting there she always mentions the creepy old saloon and the owners daughter in the window.   I have not found anything outside of this aside from a few lines when you are with Hosea on some mission.  Apparently, if you stand there long enough or are lucky you can actually see her in the window.    Has anyone found a way to start this quest or is Rockstar just screwing with us?
