Judging by this video you're supposed to get the shop keeper to open it.

I have a problem, which is that the guy in the basement is dead and it doesn't allow me to tell the shop owner to open the door then. So Ik can't get the rifle

At least it's not a unique rifle and you get another one that's exactly the same during the main story missions
