Is there way to survive and maintain CJ's heath to 6 star wanted level without artillery weapons?

I did passed only the Roboi's food Mart courier asset with 6 star wanted level after the mission Doberman since the beginning, the player cannot get more than 4 stars wanted to my android tablet or other platforms. It is fun to kill a cops without cheats.

 

But my question is what way to maintain CJ's health while he is on foot where the cops will spawn everytime? not by doing a missions but a rampage.
