Shouldn't be to hard to implement so they're turned off in regular races but you're most likely right

confirmed they can t be used in regular races (according to broughy1322 on youtube) ...

but I m not sure about the stock Impaler for example , could the stock version be used in Races , and the modified one not ?

There's 3 different Impaler handling lines, the latter two with very different coding (much quicker than the standard impaler) and the third with similar coding to the second (minor differences to the suspension and a few other unrelated performance things)... In the performance upgrade coding there's interestling 4 impaler lines. All with standard multipliers. The impaler has basic muscle car performance but perhaps above average with the latter 2 versions, the Itali GTO has mediocre coding.

 

Edit: impaler4 uses impaler2's handling line. There's 4 impalers

is it true that there are some cars ( like 2 or 3) WITHOUT any handling flags in this DLC ?

Deviant, Toros and the Vamos have no handling flags (however they have advanced handling flags).

The only vehicles without advanced handling flags in this update are: brutus, brutus2, cerberus, cerberus2, deathbike , deathbike2, scarab, scarab2 and the schlagen. All vehicles in this update have a different advanced flag value not used in previous DLC's.
