GTA Vice City - new ghost discover of just a simple glitch?

Okay so while backing in the car we noticed what looked

to be an npc standing but as we drove closer the figure disappeared.

Was it a glitch or was it really a ghost?

Here is the video I posted.

At 0:10 you can see the figure standing.

 

 

Do you guys think this was just a a simple glitch or

really some sort of ghost/easter egg?

The weird part about it is that while driving near the location

the song kinda jumped forward or lagged out

in a way.

I could barely see that, but I spotted it. Anyways, I'm assuming that it's just a glitch. And I think that was the video itself doing that lag.

Yes. We think a misplaced texture? 

It's more seen in high def. (720 quality)

My question is, how could you notice something so little? The video was in high def, and I still barely saw it. I'm not sure if you're trolling or not. lol

Yeah understandable why you'd think that.

Honestly we were looking for those hidden packages 

so of course we're all like 'Keep your eyes for those damn packages!"

This was taken on the ps4 version of the game. 

No mods or anything was used.

But I'd understand why you'd think so.

 

Of course that's really up for people to decide what it is or

if it really is a glitch which it probably is. Lol.

Though it would be nice to hear more possibilities.

Ped Despawn.. It's happened many of times throughout all my playthroughs
