TheFireMZL
the similarities that I noticed by the two gangs is that: 1. Both of these street gangs are Latinos 2. Both have the blue and red colors: The Diablos uses both of the blue and red color in their bandana, and the Spanish Lords uses the color red in ther Cavalcades and some gang members wears blue clothes 3. Both of them have have crowns as one of their symbols. The Diablos uses dark blue jackets with a yellow crown in their back, and the Spanish Lords have the crown as one of their tattoos over their neck or head 4. Both of them are somewhat involved with some explicit thing. The Diablos are involved in p*rnography (i think it's because of their leader, El Burro, involved with porn industry from at least in 1986), and the Spanish Lords are involved in Prostitution. 5. Both of them are based on Latin Kings. However, both of these gangs have differences: 1. Diablos seems to be a very weak gang, only using baseball bats to attack you (and pistols, if you jump on a car), meanwhile, the Spanish Lords seems to be more powerful than the Diablos. If you hit a car belonging to one while he's in it, the gang member will come out with either a knife or baseball bat (i got this in the Grand Theft Wiki). And remember! The Spanish Lords uses SMGS and pistols when they walk around during the night. 2. They both are involved in different crimes: Diablos, as said it above, are involved in p*rnography, and also are involved in car racings, burglary, and street fighting. And also said above, the Spanish Lords are not only involved in prostitution, they also are involved in drug dealing, arms dealing and extortion. 3. Their cars are obvious differents. the Diablos rides the Diablo Stallions, while the Spanish Lords rides with their Primos and also said above Cavalcades. 4. Their colors. Both these gangs have the red and blue as one of their colors, but the Spanish Lords have more colors. Some SL gang members wears blue and yellow clothing, and their cars are red and gold colorized. 5. Their territories. Diablos only have a set in Hepburn Heights, while the Spanish Lords are stronger, they have territories in South Bohan, Fortside, Boulevard, Chase Point, Northwood, East Holland, Lancaster, Alderney City, and formerly in Cerveza Heights. Hey, what do you think the Spanish Lords are the counterpart of the Diablos in the HD universe, Give their opinions. PS: Sorry for the bad english, and also i got some information in the Grand Theft Wiki Edited October 6, 2018 by TheFireMZL Fix some errors
DirtCheap
They're based off the Latin Kings (hence their name Spanish Lords) as they wear yellow clothes and are of Latin American descent. However, a few Spanish Lords have the Puerto Rica flag and flag colors on their clothing, which is not like the Latin Kings as they are a largely Mexican gang rather than a Puerto Rican one. But that's just my 2 cents. TheFireMZL

Jeansowaty
Most likely yes. There are more gangs that have their counterparts such as in both universes you have Triads, Italian Mafias, African-Americans etc. TheFireMZL

Another gang that i tough have both 3D and HD universes of Liberty City are the Yardies Is possible to both The Commission and these African-American gangs (M.O.B. and NHH) shares some elements from both the Leones, Forellis, Sindaccos and the Southside Hoods, i guess Edited October 10, 2018 by TheFireMZL put more information Jeansowaty
