That was a year and a half long wait, but was well worth the wait for me. You realize there is a whole section dedicated to RDR 2 discussions in fact it's even at the very top of the discussion board. No, Unlike GTA V R* said they would eventually release a PC version and was suppose to do so early on but it was delayed for quite a long time so I would suspect if they were going to release RDR2 on PC they would announce it just the same and just like before every other R* game that has come out on console also came out on PC except for RDR.
