Is this what everyone else who has the steam version has at the moment? I keep seeing other peoples screengrabs that have a launcher.exe and a readme file, whereas I don't and Steam says "Pre-load Complete".

Yes, this is what all Steam pre-load folders look like. This is because of Steam's encryption method encrypting ALL of the game files, not just certain ones (like the Warehouse version).

The ones with the launcher and readme are the Warehouse versions. My Steam version looks the same as yours

You have more than 14 files, but it's fine, because you stopped downloading, so one of the depot file is fragmented.

Ok the discs are installed and it is downloading 5GB of data from the Socialclub... after asking for the serial it connects to SC

Can u check the folder size after installing update

 

Nope DVDs have only 55 GB of data (1 DVD = 7.92 GB, 7*7.92=55.4 GB) and he is downloading the remaining 5 GB. Total 60 GB
