It depends on if the delays were planned from the announcement date. If they werent, then yeah they may be going through some development issues. But I believe Fall 2017 was never ever planned to be the real release date. maybe Spring, but not Fall

Ugh. We need to have some chill in here ;o one min its the game is coming, the next is omg no tease that means delay to 2019. Wtf lol im so glad i have other things to occupy me now! WE. HAVE A RELEASE DATE A REAL ONE! There doesnt NEED to be a tease just for red dead to have a cover. For all you know, rockstar may do it themselves or none at all! Maybe its their way now for GI no teases, just reveals! Especiallly after all this silence itd be perfect and show me, my hunch that this was their plan all along would be true. Its 2018 guys, ya ever heard of a SURPRISE? lol no tease just drop. Look what happened with spider man even.
