Nah I reckon it will be underground. Missile silo, or perhaps near integrity way where that hole is from the SP mission with the tunneler. (there's a construction site out back of 28integrity way with part of the carpark opening down to underground.

clubs won't be over 10 mill.

 

no building that you can buy and NEEDED to do the gameplay stuff costs more then 10 mill.

 

the money sink will be the special vehicles (limo,crazy missile truck,maybe even the blimp) and if we are lucky benny customization.
