I will guess that there will be about as many as there were Biker Clubhouse options.

The CEO offices were locked to the number of tall-ish buildings around the city that had appropriate entrances and existing garage access and could reasonably fit the office, add-ons, and garages.

Plenty of placers a biker could reasonably make a home around the map.

The Bunkers are opposite of Offices, but there's a ton of open space out there in Blane County. You could leave sacks of money along the highway at the far north of the map (east of PB) and no one would ever see them; so there's open territory.

 

I'm hoping they utilize some of the road-accessible open space along the coastlines for bunkers.
