Pure speculation:

The ruiner3 is a broken-down heap of junk you're tasked with repoing/stealing in one of the 'special vehicle missions' in a barn or warehouse in the middle of nowhere, suddenly the light strip beams into action and it talks to you like KITT in Knight Rider does and you restore it to its former glory.

Then you unlock it in GTAO for 5.7mil.
