It could have been the FBI car instead of the Washington at least... it looks like an upscale model of the cop cars. They used a Gran Marquis (a red one) in the famous chase from the movie To Live and Die in L.A, which I think also came out the same year VCS is set in. @Willy A. I suggest you do it on ALL stairs present in the R* offices, and also destroy their elevators in some way. This way, you'll be taking revenge on them for not putting that car in, LOL.
