This seems to be a common big problem right now. A lot of people seem to be suffering from this. Based on posts on Rockstar support community this affects at least PS4 and PC version users. Some posts at the support site mentioned that if they change language from English to something else it works, and when they change back, it doesn't work. I am on PS4 btw. My PS4 is in Finnish language, my game in English, and I always have to press English when starting up game. I wouldn't even start
