IV's 10th anniversary is already over but aside from that there's literally no substance to what you said. Please lay down an actual idea for a mod, something more substantial than your "short description"

Ideas are cheap, easy to find and extremely overrated. Execution is what really matters.

OP, I believe you have seen many mod projects with different levels of success. But just a mere idea expressed on a post won't get you anywhere. Don't be silly, no real modder is going to pay you any attention if the only thing you have to bring are ideas. Anybody can idealize things. Real modders, those you are asking for help, also have their own ideas, which tend to be much more consistent and coherent than this. And they are much more likely to work on their own ideas rather than listening to someone they never met before. Plus, as RetroMystic said, IV's tenth anniversary is already kind of a thing in the past. By the time you get something of this done IV might be 12 or even 13 years old, and it would be pointless. If you want to get started in modding, start small, don't pretend to get started by making huge projects. Modders who work on these big projects generally have tons of experience and knowledge, and they are often not far from being the kind of people who get hired to work on videogames.

Did you see the frightened ones? Did you hear the falling bombs? Did you ever wonder...

...why we had to run for shelter when the promise of a brave new world unfurled beneath a clear blue sky?

As a beginner in the "programmer world", that's a sh*t ton of work to be done! A lot of code has to be written or over-written in game files, hardly you'll find a programmer who'll do all the things you've said for free... And also, one programmer won't probably be enough for a project of these dimensions. Most of the non-accessible places don't have a sort of "beta interior", so they'll need to be done from scratch.

I know how boring is killing those 200 damn pigeons, but they're required for 100% and removing them from the game won't let people achieve this milestone. Also consider that GTA IV on PC isn't like Vice City, the RAGE Engine is way more complicated to deal with, so I'm sorry to tell you that your good ideas will remain as they are.

A good mod for celebrating GTA IV would be a "SilentPatchIV" (like GTA 3/VC/SA), but sadly there's no interest in making it because of the amount of work required.
