Im running GTA San Andreas on Windows 8.1 and downgraded the steam version.

After I installed cleo (even without mods) My save marker and Transfender Marker disapeared and now I cant save my game or mod cars, Help.

Have you tried fixing it with a limit adjuster? this problem has been posted here a few times in the past and the problem seems to be a "mismodded" game directory, mostly, missing important mods like the mentioned above. 

 

In case you don't got them in your game directory, install Silent's Limit Adjuster & FM's Limit Adjuster. 

 

Reply if the problem is still happening.
