BF art effect request

Hello fellow designers, I hope you're having an awesome day, I would like an assist on how to make a similar effect like the one shown in the picture bellow

It's the signature art effect in most artworks of the Battlefield franchise since BF3, but I would like some steps or tutorials on how to create a similar effect, thank you very much!

 

Edit: oh yeah, it goes without saying, if this is the wrong place to post this feel free to move/remove it, I apologize in advance.
