A setting most people (90+ %) will never even toggle  I am actually curious as to who is incompetent enough to even release this update - GSG or R*, or both ? Whatever the case, I am honestly glad Max Payne will be remade by Remedy and not the clowns from GSG.

It's the exclusive content like the new vehicles except... All the car models and textures are empty while all the other data is still present, so basically they added a dlc pack that does nothing, no clue what update2.rpf does though

There is also carcols and carcolmods_gen9 in the files. This doesn't seem to have the new menu etc but they seem to be getting ready to put it on PC.

I've looked at the files, this update has some interesting stuff, sounds like a backport, here is what's in update2.rpf

• Recompiled scripts, most likely fixes for minor stuff like Trevor's magazine missing from his gun in prologue when he shoots out the window
• Recompiled shaders? no extra option is settings however
• mpg9ec has empty containers and nothing of interest, maybe will be re-updated? I've noticed that it has empty containers for GTA+ exclusive liveries, so GTA+ will come to PC unfortunately

Yes, they're preparing to add stuff to PC, well, at least we got something official about Gen 9 stuff coming to PC

There was an update file for the PS4 version as well and that can't be about GTA+ or E&E which makes it weirder.

Correct, looks like we got a bunch of Gen9 dummy files which pretty much might prove it'll be coming to PC. Seems like not yet, but it's ready. The metadata also refers to a new movie file in "patchdayg9ecng" but it doesn't exist yet, it's probably the new Online intro.

Perhaps as a test? most content appears to be either missing or disabled from this update. I know for a fact that it's a backport and even has the new RT stuff.

Oh also seems like the exclusive ptfx (explosion effects, burnouts, etc) from E&E is not present, it's either not added yet or will not be added.

 

ALSO seems like I was right, the recompiled scripts and whatever that is in update2.rpf is active right now, you can see Trevor's gun has a magazine, just like E&E

Yeah, looks like this patch is readying PC for the Gen9 stuff. There are also references in content.xml (of \update\x64\dlcpacks\mpg9ec) to a bunch of files that don't exist and all car files are dummy. So it's definitely Gen9 readiness but it's not fully in yet.
