How do i fix this?

Hi!

 

So my PC broke and I am using an old PC until I can afford buying a new one. Anyways, i decided to install GTA San Andreas since it's a game that i believe this old PC will be able to run. And unfortunately, when I start the game, i can hear all the noises the menu does and so on but the screan is "Noisy" just like this:

 

 

I can't even see the menu options properly. 

 

 

Another thing i forgot to mention is that everytime i run this PC, the nosy screen appears until i get to the Windows User menu screen where i can see everything normal again.

 

Is it my Monitor that is broken?
