The helicopter on the LS tower, and a lot of other aircraft scattered across the map, is unlocked by earning the pilot's licence during flight school.

 

This vehicle doesn't usually spawn when CJ uses the lift in the building because CJ spawns in too close to the vehicle - like Sweet and Ryder's vehicle won't spawn in grove street when exiting CJ's house. Arriving by air is a more reliable strategy. Once collected, you might need to fly by to give it a chance to discover that's it's respawn delay has expired so it can spawn the on the next approach.
