The BHD Posted November 10, 2018 Share Posted November 10, 2018 For San Andreas I don't know but for Vice City there's a mod called VC:Traffic Here's the link: https://www.gtagarage.com/mods/show.php?id=2160 It's great because it also extends the spawning distance for cars and fixes that annoying problem with Vice City where cars disappear if you look away. You can edit the values in the mod to have more traffic.
