Stuttering in game and in menus after latest update

I've not had much issue with the game until this past week with the HVY Menacer update. A few days ago it ran fine and now it stutters which looks like dropping frames but it also ignores controller input during the stutters. I haven't had any changes to my PC. My CPU and GPU are occasionally maxing but it doesn't seem to be tied to the stuttering. The stuttering tends to come in waves, but the FPS still bounces around from high 50s to 90s so I don't think it's related to the graphical settings. I'd say it happens more frequently when driving then when flying or on foot, but it still happens regardless of what I'm doing.

 

To clarify, this happens in Story mode, Online mode, and within the menu (even in Story mode where the CPU/GPU take a break). You can actually see the mouse cursor skipping around when it's stuttering in menus and it will ignore my clicks when it's really bad. When Importing/Exporting cars, when it gets bad stuttering, it almost seems like the car is driving slower, like the input (right trigger on controller) isn't working during each stutter.

 

I've attempted many of the fixes for various stuttering issues. I've checked drivers, reinstalled GTA, lowered the settings (seems to happen less frequently but still happens), turned off V-Sync in-game and turned it on thru NVIDIA Control Panel (Fast and On). I've messed with the various DirectX 11 effects and nothing seems to be a direct connection. It's installed on an EVO 850 SSD with plenty of room and I've checked its status thru Samsung Magician. I've played without a controller plugged in (still shows controller prompts when choosing to load into online/story which is weird). I've also tried Restore Points but those actually failed to load (issue for another day).

 

Any insight would be welcomed.
