So, hopefully the knowledge base might answer this one definitely; and, incidentally correct and false assumptions I might state in this post. Packie is encountered outside the Dollar Pills store in Strawberry kitty korner to the home Franklin shares with his Auntie. My guess is he is a one time random event, and that many players have encountered him without knowing that they have. Again just guessing, but I think most players encounter him but unfortunately have gunned him down as though he was just a random mugger. Helegad Posted August 26, 2018 Share Posted August 26, 2018 It's simple, he's a one-time random encounter, and like you said, outside the Dollar Pills store in Strawberry. Lose the cops, get him and his buddy somewhere safe, and he gives you some cash and becomes a heist crew member.
