Friend (Somehow) Getting Free Offers

The other night while several friends were on, a friend noticed that there was a house he could buy for free. Now, a day later, he has bought a bunker and a motorcycle club completely free. Any idea how this happened?

He bought the Criminal Enterprise Starter Pack, but is too ashamed to admit it to you. You will have noticed all the free properties are sh*te. There are vehicles and weapons as well as properties:

p.s. Don't buy it. Even a Shark Card is better value, as you can choose what to buy. All the properties are cheap, all the business are either badly-positioned or low earners, all the vehicles are the slowest in their classes, and the helicopter is unarmed. They don't even have any trade in value if you wanted to sell them and put the money towards something better.
