You could try listening to what they're asking and do the requests... but in short no, there's no way to turn them off.

Yes, but i dont want to do heists. I know that theyre there but it gets annoying if im trying to do wheelies etc

lmao yep it's so annoying, im on the same boat OP. NPCs blowing up my phone ever 20-30 seconds

 

wish you could turn those off just like you can turn off freemode event notifications
