Trevors Extra Comission (Stranger and Freaks) and the Bounty Hunter missions dont appear anywhere

So I finished the story missions in GTA 5 singleplayer, im roughly 78, 06 percent completion, and i started doing the extra comission mission. Halfway through, i decided to give it break and come back to it later, but now i cant find that text message about it, neither can i check out the apartments location on the map since the site says its under renovation (and no, i havent shot down all the for sales sign).

 

Also that bounty mission, beside the initial introduction which tells us how it works, apart that one time the game didnt sent me any more messages about fugitives and their roughly locations.

 

Are these normal occurences or my savefile glitched?
