Judging by your specs, the game should be running at a decent frame rate already. Anyways, like what Coyote said above, Try to adjust the graphics settings or try to turn off Frame Limiter. But, the game usually malfunctions at some point with the Frame Limiter OFF. The game has a designed speed for optimum running. That should work. actually getting a decent frames within SP, but MTA needs more, im using a 144hz monitor but my frames doesn't want to go that high somehow in 1080p resolution. in minigames like Race it's like something hardcore. more frames mean faster response. lowering the resolution or the settings has some disadvantages.
