Guest
Do you have the options "Vehicle Density", "Detail Distance" and "View Distance" maxed out (100%)? If yes, try to decrease all these options, try to go down to 50% and see how your FPS have changed. GTA IV (and EFLC too) is one of the worst Console to PC ports that is ever existed, in my opinion in some scenarios is even worse than the 1st Crysis! Another solution you could try is to cap the framerate to 30 with a software like RivaTuner... I know, when you're used to run games above 60 FPS it's hard to play with 30 FPS, but at least you could max out every option. Your PC is not quite powerful, it's VERY powerful! I guess you have an i5 8600K, right? I have an i5 8600K combined with a GTX 970 and for playing GTA IV at a quite stable 60 FPS (at 1080p, not 4K) I turned down "Detail Distance" and "View Distance" to 30% and "Vehicle Density" to 50%. What I noticed during all these years is that GPU doesn't matter a lot in this game, decent GPUs paired with a good CPU give more or less the same results. Some years ago I had an i5 4440 + GTX 650 (1GB VRam), when I replaced that GPU with my GTX 970 I didn't noticed so much difference in GTA IV... But when I replaced my old i5 4440 with an i5 8600K I immediately noticed a little performance boost. Someone could also suggest you to try to downgrade GTA IV to 1.0.4.0 version, but if you're running your system on Windows 8/8.1/10 you'll have to use commandlines and stuff like that... Stick with the newest patches and, if you want to take back the old songs that were removed with the latest update (of late April 2018, a good way to celebrate the 10th Anniversary ), give a check to this topic:

Got better, but still have drops to 40 fps near of the water (~hove beach) when im looking on Algonquin. Mhh ok, at least it's something. If you have some drops when you're looking Algonquin from Hove Beach that's beacuse you still have a big value for the options "Detail Distance" and "View Distance", so try to lower them. Try also to decrease the shadows (including night ones), sadly you have to try different in-game settings for finding the most suitable for your system. Remember also that you're playing in 4K, so you'll probably need to sacrifice more options than me for achieving a quite stable 60 FPS, even if normally your GTX 1080Ti outperform my 3-years old GTX 970. So try different settings and let me know if something has changed
