cant find random female

in gta iv gay tony there is random people missions, so there is a female on the map really near the tony's club. I waited whole game day from the morning, doing drug wars, just to meet her, since it looks like she is inside the club ,that opens only at night. Wierdly enough, when I jumped by at 19.00, it was closed, but the Tony mission next to it was availble- showing my character entering the club at the mission's beginning.

Anyway. After Tony's mission I entered the club, and after a shot of alcohol started to look for her. I go where the icon is, but no woman that trigger a mission to be found. Earlier I also circled the club with a car. No one.

Took a helicopter and landed on the club's roof. No girl is there. Came to jump to a lower roof but accidentally missed it and died. Anyway am I in the right direction to find this mysterious girl?
