Has Rockstar banned I/E selling in "solo public" sessions?

I've tried selling I/E cars in three different solo public sessions but the specialist dealer link is grayed out and says "no buyer available". I restarted my Xbox and it's still giving me the same error.

I've been selling I/E cars all weekend in solo public sessions. I'm on PS4 though.

No. If is in grey is because the game have problems to save your progress.

This, but it shows a timer counting down.

Sounds like you made your solo session so hardcore the game services aren't reconnecting.

Thanks. I think this was the problem because it's working now and that error message is gone.
