where can i find one ive been looking for about 2 hours in every spot i could find on youtube, and i do not have potshot

They come up as delivery / source / resupply vehicles quite often for various activities (Gunrunning, Biker Business and Crate work). 

 

Any reason you're after that particular vehicle?

They spawn all over La Mesa, particularly between the South Shambles 10 car garage and the Wholesale Furniture crate warehouse. Change your spawn point to "Last Location" and keep changing sessions. Potshot is on several social club playlists, or you can trigger it from the corona - see this guide:

Also, invite only sessions would "seem to increase the variety of vehicle spawns / increase the number of rarer vehicle spawns" from a lot of my experiences over the last couple of years.

Checkout for Speedo vans near Pegasus hangar in LSIA. They spawn most of times for me at LSIA Hangars (ignore Devin Weston's hangar)
