That's a last gen shirt. You had to get a job verified from r* they dont do those anymore since r* only do adversary modes.

Pretty sure they do still verify stuff, I remember seeing four or five community created stunt races or transform races when I was attempting to create a new playlist. 

 

EDIT, on PC at least, the races "Black and Yellow", "Gordo", "Love Canyon", "Meuy's Grand Line" and "Rocket Kars" are all Rockstar Verified Stunt Races.

All these jobs is veeeery old. What about new jobs? 

Ahh I'm not sure there. Last I heard they required 1000 community plays and at least 100 interactions (likes / dislikes) before they considered stuff for verification and that could be way off nowadays.

Ahh that's a pity, rest in pepperonis. 
 

Although I'm not entirely sure how accurate that is, given that there's some Rockstar Verified Transform Races, which could only have been created within the last year.
