What's better for smoking herbs ? Dry herb vape pen or a bowl?

 

I like bowls , because they seem more simpler , but I tried to pack some camomile in my one hitter and didn't get anything. Found out later that I need to "sift" it to make it smokeable, would I have to sift it in a dry herb vape pen as well?
