Help for a map design for GTA

Hey guys. I'm currently trying to draw up a map design that I have for GTA 6 to show you, but I can't find any suitable programs for doing that. I'm not looking for a 3D designing program, just a 2D one. Can you help?

 

P.S- I'd prefer if the program is free to download or it's easy to use. I'm not a tech expert, so I'm not too good with advanced stuff.

I see you've already found it, but for anyone else we have the GTA mapmaking thread everything mapmaking, and 3D mapping/modding is where the modding section comes in.
