Extreme Brown Thunder MOD for VC ?

I recently replayed GTA Vice city. Since I have already completed all major missions, I'm just messing around with Hunter helicopter.

 

I realized that this helicopter has its own mission, called Brown thunder, But i was disappointed that it's just a copy of vigilante mission.

 

Hunter is very powerful, but criminals have just regular cars with weak weapons that it's way too easy.

 

to make the matters worse, there are always 2 criminal cars at once (sometimes one more car appears at somewhere but it self-destruct after few seconds) and their spawn position is very limited.

 

 

Would it be possible to make Brown thunder mission much more challenging by spawning more criminals at wider areas and making them to use more powerful weapons like M60 or RPG with CLEO modding ?
